The United States having a significant foreign national population residing within the nations boundaries, be they legally or illegally present in the country, unfortunately includes those who commit crimes.

The extent and impact of foreign national crime on the U.S. citizens and residents of this country is clearly revealed by a simple search on the U.S. Federal Bureau of Prisons (BOP) inmates statistics website under the heading of inmate citizenship.

Here are the countries of origin, moreover, the number and percentage of those countries citizens recently incarcerated in the U.S. BOP prison system (Note: The most recent BOP crime numbers available were from April 27, 2019.).

Inmate Citizenship:

- México 21,719 inmates, 12.1 percent;
- Colombia 1,643 inmates, 0.9 percent;
- Dominican Republic 1,444 inmates, 0.8 percent;
- Cuba 1,166 inmates, 0.6 percent;
- Other / unknown countries 8,957 inmates, 5.0 percent;
- United States 145,263 inmates, 80.6 percent;

Total Inmates: 180,192 inmates.

To explain the meaning of these preceding criminal alien inmate numbers and percentages, I will translate them into words:

Combining April 27th BOP criminal alien inmate numbers, there were 34,929 criminal aliens in the BOP prison system. Alien inmates were 19.4 percent of the federal prison population.

With 21,719 Mexican nationals being incarcerated in the BOP prison system, at 62.2 percent, they were the vast majority of criminal aliens in federal prisons.

The U.S. Federal Bureau of Prisons breaks down the federal prison population into 13 types of offenses. One of the top five offenses, the reason inmates are serving time in federal prisons is for immigration crimes. There were 10,946 inmates in the BOP prison system incarcerated for immigration crimes; they were 6.5 percent of the federal prison population.

Information obtained from the Oregon Department of Corrections (DOC) indicated on March 1, 2019 that 720 of the 901 foreign nationals (criminal aliens) in the state’s prison system were Mexican nationals — 79.91 percent of the criminal alien prison population (Note: The number of Mexican nationals incarcerated in DOC prisons does not necessarily equal the number of Oregon residents victimized by this specific group of criminal aliens).

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table reveals the total number criminal alien inmates along with the number and percentage of those alien inmates incarcerated on March 1st in the state’s prisons who declared themselves as being Mexican nationals.

Mexican (MEX) national criminals were sent to DOC prisons from 28 of 36 Oregon counties — 77.78 percent of the counties in the state.

Seven Oregon counties, Marion (190 MEX inmates), Washington (145 MEX inmates), Multnomah (112 MEX inmates), Clackamas (63 MEX inmates), Lane (32 MEX inmates), Jackson (30 MEX inmates) and Umatilla (24 MEX inmates) had 596 of the 720 Mexican national inmates incarcerated in DOC prisons — 82.78 percent of the MEX inmates.

Using DOC ICE detainer numbers, the following table reveals the number and percentage of Mexican national inmates incarcerated on March 1st that were sent  to prison from the state’s 36 counties.

Here are the ways Oregon residents were victimized by the 720 Mexican national criminals.

Significant numbers, there were 374 of the 720 criminal alien inmates from Mexico incarcerated in DOC prisons for three types of sex crimes — sex abuse, rape and sodomy — 51.94 percent of the Mexican national inmates in the state’s prisons.

Using DOC ICE detainer numbers, the following table reveals the number and percentage of Mexican national inmates incarcerated on March 1st by type of crime.

When compared to the overall DOC criminal alien prison population, Mexican nationals were 101 of the 130 criminal aliens convicted of homicidal crimes (various degrees of murder and manslaughter) incarcerated in the state’s prison system — 77.69 percent of all alien inmates serving time for homicidal crimes.

Using the DOC ICE detainer numbers from March 1st, the following table reveals the total number of criminal alien inmates incarcerated by type of crime, the number of Mexican national inmates incarcerated by type of crime and the percentage of Mexican national inmates incarcerated by type of crime.

Beyond the DOC Mexican national incarceration numbers and incarceration percentages, per county and per type of crime, criminal aliens from Mexico place a substantial economic burden on Oregonians.

An individual inmate incarcerated in the DOC prison system costs the state approximately ($108.26) per day.

The DOC’s incarceration cost for 720 Mexican national inmates is approximately ($77,947.20) per day, ($545,630.40) per week, and ($28,450,728.00) per year.

None of preceding cost estimates for the DOC to incarcerate the 720 Mexican national inmates includes the dollar amount for legal services (indigent defense), language interpreters, court costs, or victim assistance.

Seven Oregon counties, Multnomah (33 alien inmates convicted of homicidal crimes), Marion (22 alien inmates convicted of homicidal crimes), Washington (21 alien inmates convicted of homicidal crimes), Umatilla (9 alien inmates convicted of homicidal crimes), Clackamas (7 alien inmates convicted of homicidal crimes), Jackson (6 alien inmates convicted of homicidal crimes) and Lane (6 alien inmates convicted of homicidal crimes) had 104 of 130 criminal alien inmates incarcerated in DOC prisons for homicidal violence — 80.00 percent of the alien inmates in the state’s prisons for homicidal crimes.

Information obtained from the Oregon Department of Corrections (DOC) indicated on March 1, 2019 that 803 of the 901 foreign nationals (criminal aliens) in the state’s prison system self-declared their countries of origin as being located in the Americas — North, Central and South America and the West Indies — 89.12 percent of the criminal alien prison population (Note: The United States of America (USA) and USA territories are excluded from this report.):

- North America (Mexico an Canada) had 725 criminal aliens — 90.29 percent of the DOC alien prisoners from the Americas;

- Central America (Guatemala, El Salvador, Honduras, Costa Rica, Nicaragua, Belize and Panama) had 53 criminal aliens — 6.60 percent of the DOC alien prisoners from the Americas;

- South America (Ecuador, Peru and Argentina) had seven criminal aliens — 0.87 percent of the DOC alien prisoners from the Americas;

- The West Indies (Cuba, Jamaica and Turks) had 18 criminal aliens — 2.24 percent of the DOC alien prisoners from the Americas.

Criminal aliens from 15 countries located in the Americas were incarcerated in the DOC prison system.

Mexican nationals were 720 of 803 criminal aliens from the Americas incarcerated in the DOC prison system — 89.66 percent of the alien inmates from the Americas in the state’s prisons.

Some background information, all 803 criminal aliens incarcerated in the DOC prison system from the Americas were identified by U.S. Immigration and Customs Enforcement (ICE) and have ICE detainers placed on them.

Significant numbers, there were 410 of the 803 criminal alien inmates from the Americas incarcerated in DOC prisons for three types of sex crimes — sex abuse, rape and sodomy — 51.06 percent of the alien inmates from the Americas in the state’s prisons.

An individual inmate incarcerated in the DOC prison system costs the state approximately ($108.26) per day.

The DOC’s incarceration cost for its 803 criminal alien prison population from the Americas is approximately ($86,932.78) per day, ($608,529.46) per week, and ($31,730,464.70) per year.

None of preceding cost estimates for the DOC to incarcerate the 803 criminal aliens from the Americas includes the dollar amount for legal services (indigent defense), language interpreters, court costs, or victim assistance.

The 73 criminal aliens in the DOC prison system incarcerated for drug crimes were 8.06 percent of all inmates, domestic and foreign, in the state’s prisons for drug crimes.

Five Oregon counties, Multnomah (16 alien drug criminals), Clackamas (14 alien drug criminals), Washington (13 alien drug criminals), Jackson (6 alien drug criminals) and Marion (6 alien drug criminals) had 55 of 73 criminal alien inmates incarcerated in DOC prisons for the drug crimes — 75.34 percent of the alien inmates incarcerated for drug crimes.

Data obtained from the DOC indicated that on March 1st there were 901 foreign nationals (criminal aliens) incarcerated in the state’s prison system; criminal aliens were 6.12 percent of the total prison population.
