PORTLAND, Ore. – U.S. Immigration and Customs Enforcement (ICE) officers removed a Guatemalan national Thursday, who was convicted of a 1985 murder in Oregon.

On Dec. 13, 1985, the Portland Police Bureau arrested Luis Lopez Carrasco, 56, for murder and other local charges.

Lopez-Carrasco was previously removed in 1984 after an immigration judge issued him a final order of removal. He illegally re-entered the U.S. and in May 1985 was convicted in Texas for aggravated robbery and sentenced to 10 years’ confinement with the Texas Department of Corrections. A national pandemic of local municipalities protecting illegal immigrant criminals is driving federal authorities to resort to desperate measures to keep communities safe. This month Immigration and Customs Enforcement (ICE) launched a billboard campaign seeking the public’s help in capturing felons released by various law enforcement agencies throughout Pennsylvania under sanctuary policies. The U.S. Immigration and Customs Enforcement (ICE) agency announced Thursday that it has arrested more than 170 at-large illegal immigrantsthroughout the country in a crackdown focused on sanctuary cities.

• Mexican national Francisco Vasquez-Cruz was arrested on drug-trafficking charges by Oregon State Police on April 28 and booked into the Jackson County Jail.

• Immigration and Customs Enforcement (ICE) confirmed to the Daily Caller News Foundation that Vasquez-Cruz is in the United States illegally, and is considered an ICE fugitive after Jackson County authorities ignored its detainer request and released him into the public.

• Oregon is a sanctuary state that largely restricts how local and state law enforcement can cooperate with federal immigration authorities.

Immigration and Customs Enforcement (ICE) requested that Oregon authorities cooperate on the transfer of an illegal alien arrested for drug possession and money laundering, but they refused and the alien is at-large, the agency confirmed.

There is no shortage of examples nationwide that confirm illegal immigrant sanctuary policies endanger communities and this month we have a case that should serve as the poster child. Not surprisingly, it comes out of California but even for a notorious sanctuary state it seems excessive. Information obtained from the Oregon Department of Corrections (DOC) indicated on March 1, 2020 that 120 of the 825 foreign nationals (criminal aliens) in the state’s prison system were incarcerated for homicidal crimes (various degrees of murder and manslaughter) — 14.55 percent of the criminal alien prison population (Note: The number of criminal aliens incarcerated for homicidal crimes in DOC prisons does not necessarily equal the number of Oregon residents killed by alien homicidal violence).

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table reveals the total number criminal alien inmates along with the number and percentage of those alien inmates incarcerated on March 1st in the state’s prisons for homicidal crimes.

Criminal aliens incarcerated in DOC prisons committed at least one crime of homicidal violence in 21 of 36 Oregon counties — 58.33 percent of the counties in the state.

Seven Oregon counties, Multnomah (29 alien inmates convicted of homicidal crimes), Marion (24 alien inmates convicted of homicidal crimes), Washington (18 alien inmates convicted of homicidal crimes), Umatilla (9 alien inmates convicted of homicidal crimes), Clackamas (7 alien inmates convicted of homicidal crimes), Jackson (5 alien inmates convicted of homicidal crimes) and Lane (5 alien inmates convicted of homicidal crimes) had 97 of 120 criminal alien inmates incarcerated in DOC prisons for homicidal violence — 80.83 percent of the alien inmates in the state’s prisons for homicidal crimes.

Using DOC ICE immigration detainer numbers, the following table reveals the number and percentage of criminal alien inmates incarcerated on March 1st that were sent to prison from the state’s 36 counties for homicidal crimes.

Criminal aliens from 21 different countries have committed homicidal violence against Oregon residents.

Foreign nationals who declared their country or origin as being Mexico were 91 of 120 criminal aliens convicted of homicidal crimes incarcerated in the DOC prison system — 75.83 percent of the alien inmates in the state’s prisons for homicidal crimes.

Information obtained from the Oregon Department of Corrections (DOC) indicated on March 1, 2020 that 662 of the 825 foreign nationals (criminal aliens) in the state’s prison system were Mexican nationals — 80.24 percent of the criminal alien prison population (Note: The number of Mexican nationals incarcerated in DOC prisons does not necessarily equal the number of Oregon residents victimized by this specific group of criminal aliens).

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table reveals the total number criminal alien inmates along with the number and percentage of those alien inmates incarcerated on March 1st in the state’s prisons who declared themselves as being Mexican nationals.

Mexican (MEX) national criminals were sent to DOC prisons from 26 of the 36 Oregon counties — 72.22 percent of the counties in the state.

Seven Oregon counties, Marion (173 MEX national inmates), Washington (139 MEX national inmates), Multnomah (99 MEX national inmates), Clackamas (43 MEX national inmates), Lane (32 MEX national inmates), Umatilla (26 MEX national inmates) and Jackson (25 MEX national inmates) had 537 of the 662 Mexican national inmates incarcerated in DOC prisons — 81.12 percent of the MEX national inmates.

Using DOC ICE immigration detainer numbers, the following table reveals the number and percentage of Mexican national inmates on March 1st incarcerated in the state’s prison system from the state’s 36 counties.

Here are the ways Oregon residents were victimized by the 662 Mexican national criminals.

Significant numbers, there were 370 of the 662 criminal alien inmates from Mexico incarcerated in DOC prisons for three types of sex crimes — sex abuse, rape and sodomy — 55.89 percent of the Mexican national inmates in the state’s prisons.

Using DOC ICE immigration detainer numbers, the following table reveals the number and percentage of Mexican national inmates incarcerated on March 1st by type of crime.

When compared to the overall DOC criminal alien prison population, Mexican nationals were 91 of the 120 criminal aliens convicted of homicidal crimes (various degrees of murder and manslaughter) incarcerated in the state’s prison system — 75.83 percent of all alien inmates serving time for homicidal crimes.

Using the DOC ICE immigration detainer numbers from March 1st, the following table reveals the total number of criminal alien inmates incarcerated by type of crime, the number of Mexican national inmates incarcerated by type of crime and the percentage of Mexican national inmates incarcerated by type of crime.

Beyond the DOC Mexican national incarceration numbers and incarceration percentages, per county and per type of crime, criminal aliens from Mexico place a substantial economic burden on Oregonians.

An individual inmate incarcerated in the DOC prison system costs the state approximately ($108.26) per day.

The DOC’s incarceration cost for 662 Mexican national inmates is approximately ($71,668.12) per day, ($501,676.84) per week, and ($26,158,863.80) per year.

None of preceding cost estimates for the DOC to incarcerate the 662 Mexican national inmates includes the dollar amount for legal services (indigent defense), language interpreters, court costs, or victim assistance.

- Mexico 19,555 inmates, 11.2 percent;
- Colombia 1,634 inmates, 0.9 percent;
- Dominican Republic 1,407 inmates, 0.8 percent;
- Cuba 1,072 inmates, 0.6 percent;
- Other / unknown countries 8,883 inmates, 5.1 percent;
- United States 142,171 inmates, 81.4 percent;

Total Inmates: 174,722 inmates.

To explain the meaning of these preceding criminal alien inmate numbers and percentages, I will translate them into words:

Combining March 28th BOP criminal alien inmate numbers, there were 32,551 criminal aliens in the BOP prison system. Alien inmates were 18.6 percent of the federal prison population.

With 19,555 Mexican nationals being incarcerated in the BOP prison system, at 60.1 percent, they were the vast majority of criminal aliens in federal prisons.

The U.S. Federal Bureau of Prisons breaks down the federal prison population into 13 types of offenses. One of the top five offenses, the reason inmates are serving time in federal prisons is for immigration crimes. There were 9,646 inmates in the BOP prison system incarcerated for immigration crimes; they were 5.9 percent of the federal prison population.
