Criminal Alien Shielded by Washington's Sanctuary Law--again!

Feds Try Highway Billboards to Catch Illegal Alien Criminals Released by Sanctuaries

A national pandemic of local municipalities protecting illegal immigrant criminals is driving federal authorities to resort to desperate measures to keep communities safe. This month Immigration and Customs Enforcement (ICE) launched a billboard campaign seeking the public’s help in capturing felons released by various law enforcement agencies throughout Pennsylvania under sanctuary policies. The state has more than a dozen official sanctuary counties that have recently discharged convicted or arrested criminal aliens. Police throughout the Keystone State refuse to honor a local-federal partnership known as 287(g) that notifies ICE of jail inmates in the country illegally so that they can be deported after serving time for state crimes . . . EXCLUSIVE: Illegal Alien, Alleged Drug Trafficker On The Loose After Sanctuary Authorities Let Him Go, ICE Says

• Mexican national Francisco Vasquez-Cruz was arrested on drug-trafficking charges by Oregon State Police on April 28 and booked into the Jackson County Jail.

• Immigration and Customs Enforcement (ICE) confirmed to the Daily Caller News Foundation that Vasquez-Cruz is in the United States illegally, and is considered an ICE fugitive after Jackson County authorities ignored its detainer request and released him into the public.

• Oregon is a sanctuary state that largely restricts how local and state law enforcement can cooperate with federal immigration authorities.

Immigration and Customs Enforcement (ICE) requested that Oregon authorities cooperate on the transfer of an illegal alien arrested for drug possession and money laundering, but they refused and the alien is at-large, the agency confirmed.

Two men, Leonel Campos-Valdez and Francisco Vasquez-Cruz, were traveling in a Ford-150 pickup on April 28 when they were stopped by an Oregon State Police trooper for multiple traffic violations, local authorities first revealed. After observing “potential criminal behavior,” the trooper conducted a search of the vehicle. . . Oregon jail releases illegal aliens arrested in possession of illicit drugs, over immigration detain

PORTLAND - On Tuesday, April 28, an Oregon State Police (OSP) trooper conducted a traffic stop on a Ford F-150 pickup, for multiple traffic violations, on Interstate 5 northbound near milepost 39, according to an OSP press release.

The release states that the trooper observed signs of potential criminal behavior and a search of the vehicle was conducted. During the search the trooper located 19.7 pounds of methamphetamine and $16,660 cash.

The driver of the vehicle was Leonel Campos-Valdez (25), and the passenger was Francisco Vazquez-Cruz (24).

Leonel Campos-Valdez and Francisco Vasquez-Cruz are both citizens of Mexico and in the United States illegally. Both men were charged with unlawful delivery of methamphetamine, laundering a monetary instrument and unlawful possession of methamphetamine and booked into the Jackson County Jail in Medford, Oregon.

On April 29, U.S. Immigration and Customs Enforcement’s (ICE), Enforcement and Removal Operations (ERO) lodged immigration detainers on Campos-Valdez and Vasquez-Cruz with the jail. The Jackson County Jail did not honor the detainers and released both illegal aliens back into the community the same day. . . Beyond the DOC Mexican national incarceration numbers and incarceration percentages, per county and per type of crime, criminal aliens from Mexico place a substantial economic burden on Oregonians.

An individual inmate incarcerated in the DOC prison system costs the state approximately ($108.26) per day.

The DOC’s incarceration cost for 662 Mexican national inmates is approximately ($71,668.12) per day, ($501,676.84) per week, and ($26,158,863.80) per year.

None of preceding cost estimates for the DOC to incarcerate the 662 Mexican national inmates includes the dollar amount for legal services (indigent defense), language interpreters, court costs, or victim assistance.

U.S. Federal Bureau of Prisons: Criminal Alien Report March 2020

The United States having a significant foreign national population residing within the nation’s boundaries, be they legally or illegally present in the country, unfortunately includes those who commit crimes.

The extent and impact of foreign national crime on the U.S. citizens and residents of this country is clearly revealed by a simple search on the U.S. Federal Bureau of Prisons (BOP) inmates statistics website under the heading of inmate citizenship.

Here are the countries of origin, moreover, the number and percentage of those countries citizens recently incarcerated in the U.S. BOP prison system (Note: The most recent BOP crime numbers available were from March 28, 2020.).

Inmate Citizenship:

- Mexico 19,555 inmates, 11.2 percent;
- Colombia 1,634 inmates, 0.9 percent;
- Dominican Republic 1,407 inmates, 0.8 percent;
- Cuba 1,072 inmates, 0.6 percent;
- Other / unknown countries 8,883 inmates, 5.1 percent;
- United States 142,171 inmates, 81.4 percent;

Total Inmates: 174,722 inmates.

To explain the meaning of these preceding criminal alien inmate numbers and percentages, I will translate them into words:

Combining March 28th BOP criminal alien inmate numbers, there were 32,551 criminal aliens in the BOP prison system. Alien inmates were 18.6 percent of the federal prison population.

With 19,555 Mexican nationals being incarcerated in the BOP prison system, at 60.1 percent, they were the vast majority of criminal aliens in federal prisons.

The U.S. Federal Bureau of Prisons breaks down the federal prison population into 13 types of offenses. One of the top five offenses, the reason inmates are serving time in federal prisons is for immigration crimes. There were 9,646 inmates in the BOP prison system incarcerated for immigration crimes; they were 5.9 percent of the federal prison population.

Oregon’s U.S. Attorney speaks out against sanctuary policies

The U.S. Attorney for the District of Oregon is Billy Williams.  He is one of a group of U.S. Attorneys appointed by the President to head up federal judicial districts in the U.S. ensuring that federal laws are faithfully executed.  As U.S. Attorney for the District of Oregon, Williams is the chief federal law enforcement officer for our state.  He was appointed by Pres. Obama and reappointed by Pres. Trump.

Williams’ recent announcement of strong support for ending sanctuary jurisdictions is very welcome.  Here’s the news release:

U.S. Attorney Statement on Justice Department Sanctuary Jurisdiction Legal Action

PORTLAND, Ore.—Billy J. Williams, U.S. Attorney for the District of Oregon, provides the below statement on the sanctuary jurisdiction legal action announced today by Attorney General William P. Barr.

“Today, Attorney General Barr announced new legal actions in several states being taken by the Justice Department to address sanctuary jurisdictions. I share the Attorney General’s belief that sanctuary status declarations directly contravene federal immigration law and threaten public safety. In our country, the Congress makes immigration law and has directed federal authorities to enforce it. The notion that states and other jurisdictions can interfere in the sharing of critical public safety information involving criminal conduct ignores the supremacy of federal law. Each year, many preventable crimes are committed when jurisdictions refuse to cooperate with lawful federal immigration enforcement activities.

Oregon sheriffs and other law enforcement officers are caught in the middle of a highly politicized local and national debate over these policies. Many are left to choose whether to violate state or federal law. This is an untenable position for the men and women who work tirelessly to protect our communities. Since 2015, we have worked with our federal, state, and local law enforcement partners here in Oregon to cure this impasse. Our work will continue tomorrow when we will again convene a large group of law enforcement partners to discuss these new lawsuits and other related issues.” Read more about Oregon’s U.S. Attorney speaks out against sanctuary policies
