U.S. Federal Bureau of Prisons: Criminal Alien Report December 2019

The United States having a significant foreign national population residing within the nations boundaries, be they legally or illegally present in the country, unfortunately includes those who commit crimes.

The extent and impact of foreign national crime on the U.S. citizens and residents of this country is clearly revealed by a simple search on the U.S. Federal Bureau of Prisons (BOP) inmates statistics website under the heading of inmate citizenship.

Here are the countries of origin, moreover, the number and percentage of those countries citizens recently incarcerated in the U.S. BOP prison system (Note: The most recent BOP crime numbers available were from December 28, 2019.).

Inmate Citizenship:

- Mexico 19,978 inmates, 11.4 percent;
- Colombia 1,614 inmates, 0.9 percent;
- Dominican Republic 1,440 inmates, 0.8 percent;
- Cuba 1,088 inmates, 0.6 percent;
- Other / unknown countries 8,873 inmates, 5.1 percent;
- United States 142,123 inmates, 81.2 percent;

Total Inmates: 175,116 inmates.

To explain the meaning of these preceding criminal alien inmate numbers and percentages, I will translate them into words:

Combining December 28th BOP criminal alien inmate numbers, there were 32,993 criminal aliens in the BOP prison system. Alien inmates were 18.8 percent of the federal prison population.

With 19,978 Mexican nationals being incarcerated in the BOP prison system, at 60.6 percent, they were the vast majority of criminal aliens in federal prisons.

The U.S. Federal Bureau of Prisons breaks down the federal prison population into 13 types of offenses. One of the top five offenses, the reason inmates are serving time in federal prisons is for immigration crimes. There were 9,910 inmates in the BOP prison system incarcerated for immigration crimes; they were 6.1 percent of the federal prison population.

Oregon’s Marion County First in Foreign National Crime in November 2019

On November 1, 2019 Oregon’s Marion County had 208 of the 851 foreign nationals (criminal aliens) incarcerated in the Oregon Department of Corrections (DOC) prison system; the county was first in foreign national crime in the state with 24.44 percent of the criminal aliens in DOC prisons.

The following table reveals how Marion County residents were harmed or victimized by the 208 criminal aliens incarcerated on November 1st in the DOC prison system with U.S. Immigration and Customs Enforcement (ICE) ICE detainers.

Criminal aliens from 19 identified countries have harmed or victimized Marion County residents.

Foreign nationals who declared their country or origin as being Mexico were 178 of 208 criminal aliens from Marion County incarcerated in the DOC prison system — 85.58 percent of the county’s alien inmates in the state’s prisons.

On November 1, 2019 Oregon’s Washington County had 187 of the 851 foreign nationals (criminal aliens) incarcerated in the Oregon Department of Corrections (DOC) prison system; the county was second in foreign national crime in the state with 21.97 percent of the criminal aliens in DOC prisons.

Information obtained from the Oregon Department of Corrections (DOC) indicated on November 1, 2019 revealed that 61 of the 851 foreign nationals (criminal aliens) in the state’s prison system were incarcerated for drug crimes � 7..17 percent of the criminal alien prison population.

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainernumbers, the following table reveals the total number criminal alien inmates in the DOC prison system along with the number and percentage of those alien inmates incarcerated on November 1st in the state’s prisons for drug crimes.

The 61 criminal aliens in the DOC prison system incarcerated for drug crimes were 6.59 percent of all inmates, domestic and foreign, in the state’s prisons for drug crimes.

Criminal aliens were incarcerated in DOC prisons for drug crimes from 15 of 36 Oregon counties — 41.67 percent of the counties in the state.

Five Oregon counties, Multnomah (13 alien drug criminals), Clackamas (11 alien drug criminals), Washington (10 alien drug criminals), Jackson (6 alien drug criminals) and Marion (6 alien drug criminals) had 46 of 61 criminal alien inmates incarcerated in DOC prisons for drug crimes — 75.41 percent of the alien inmates incarcerated for drug crimes.

Foreign nationals who declared their country or origin as being Mexico were 58 of 61 criminal aliens convicted of drug crimes incarcerated in the DOC prison system � 95.08 percent of the alien drug criminals in the state’s prisons.

Oregon Department of Corrections: Foreign National Sex Crime Report November 2019

Information obtained from the Oregon Department of Corrections (DOC) indicated on November 1, 2019 that 454 of 851 foreign nationals (criminal aliens) in the state’s prison system were incarcerated for three types of sex crimes — sex abuse, rape and sodomy — 53.35 percent of the criminal alien prison population (Note: The number of criminal aliens incarcerated for sex crimes in DOC prisons does not necessarily equal the number of Oregon residents victimized by alien sex abuse, rape and sodomy.).

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table is a numerical breakdown by number and percentage of the 454 criminal alien inmates incarcerated on November 1st in the state’s prisons for the crimes of sex abuse, rape and sodomy.

Criminal aliens incarcerated in DOC prisons committed at least one sex crime in 25 of 36 Oregon counties — 69.44 percent of the counties in the state.

Seven Oregon counties, Marion (121 alien sex offenders), Washington (114 alien sex offenders), Multnomah (73 alien sex offenders), Lane (25 alien sex offenders), Clackamas (23 alien sex offenders), Jackson (16 alien sex offenders) and Yamhill (14 alien sex offenders) had 386 of 454 criminal alien inmates incarcerated in DOC prisons for sex crimes — 85.02 percent of the alien sex offenders incarcerated in the state’s prisons.

Using DOC ICE detainer numbers, the following table indicates the location by county of where the 454 criminal alien inmates were sent to serve time in the state’s prison system for sex crimes; furthermore, the table is a numerical breakdown by county of the type of sex crimes alien inmates committed that got them sent to the state’s prison system; finally, the table gives the total number and percentage of alien inmates by county incarcerated for sex crimes in the state’s prison system.

Criminal aliens from 37 identified countries were incarcerated in DOC prisons for sex crimes in the State of Oregon.

Foreign nationals who declared their country or origin as being Mexico were 377 of 454 criminal alien inmates incarcerated for sex crimes in the DOC prison system — 83.04 percent of the alien sex offenders in the state’s prisons.

Using DOC ICE detainer numbers, the following table indicates the self-declared countries of origin of the 454 criminal alien inmates that were sent to serve time in the state’s prison system for sex crimes; furthermore, the table is a numerical breakdown by country of the type of sex crimes alien inmates committed that got them sent to the state’s prison system; finally, the table gives the total number and percentage of alien inmates by country incarcerated for sex crimes in the state’s prison system.

Oregon Department of Corrections: Criminal Alien Report November 2019

The Oregon Department of Corrections (DOC) November 1, 2019 Inmate Population Profile indicated there were 14,632 inmates incarcerated in the DOC’s 14 prisons.

Data obtained from the DOC indicated that on November 1st there were 851 foreign nationals (criminal aliens) incarcerated in the state’s prison system; criminal aliens were 5.82 percent of the total prison population.

Some background information, all the criminal aliens incarcerated in the DOC prison system were identified by U.S. Immigration and Customs Enforcement (ICE) and have ICE detainers placed on them.

Using DOC Inmate Population Profiles and ICE detainer numbers, the following table reveals the total number inmates, the number of domestic and criminal alien inmates along with the percentage of inmates with ICE detainers incarcerated on November 1st in the state’s prisons.

Beyond the DOC criminal alien incarceration numbers and incarceration percentages, per county and per crime type, or even country of origin, criminal aliens place a substantial economic burden on Oregonians.

An individual prisoner incarcerated in the DOC prison system costs the state approximately ($108.26) per day.

The DOC’s incarceration cost for its 851 criminal alien prison population is approximately ($92,129.26) per day, ($644,904.82) per week, and ($33,627,179.90) per year.

None of preceding cost estimates for the DOC to incarcerate the 851 criminal aliens includes the dollar amount for legal services (indigent defense), language interpreters, court costs, or victim assistance.

Oregon’s Marion County First in Foreign National Crime in October 2019

On October 1, 2019 Oregon’s Marion County had 207 of the 857 foreign nationals (criminal aliens) incarcerated in the Oregon Department of Corrections (DOC) prison system; the county was first in foreign national crime in the state with 24.15 percent of the criminal aliens in DOC prisons.

Foreign nationals who declared their country or origin as being Mexico were 178 of 207 criminal aliens from Marion County incarcerated in the DOC prison system — 85.99 percent of the county’s alien inmates in the state’s prisons.

Oregon’s Washington County Second in Foreign National Crime in October 2019

On October 1, 2019 Oregon’s Washington County had 186 of the 857 foreign nationals (criminal aliens) incarcerated in the Oregon Department of Corrections (DOC) prison system; the county was second in foreign national crime in the state with 21.70 percent of the criminal aliens in DOC prisons.
