Oregon Department of Corrections: Criminal Alien Report October 2017

The Oregon Department of Corrections (DOC) October 2, 2017 Inmate Population Profile indicated there were 14,728 inmates incarcerated in the DOC’s 14 prisons.

Data obtained from the DOC indicated that on October 2nd there were 971 foreign nationals (criminal aliens) incarcerated in the state’s prison system; approximately one in every fifteen prisoners incarcerated by the state was a criminal alien, 6.59 percent of the total prison population.

Some background information, all 971 criminal aliens currently incarcerated in the DOC prison system were identified by U.S. Immigration and Customs Enforcement (ICE), a federal law enforcement agency that is part of the U.S. Department of Homeland Security. If an inmate is identified by ICE as being a criminal alien, at the federal law enforcement agency’s request, DOC officials will place an “ICE detainer” on the inmate. After the inmate completes his/her state sanction, prison officials will transfer custody of the inmate to ICE.

Using DOC Inmate Population Profiles and ICE detainer numbers, the following table reveals the total number inmates, the number of domestic and criminal alien inmates along with the percentage of them with ICE detainers incarcerated on October 2nd in the state’s prisons.

Beyond the DOC criminal alien incarceration numbers and incarceration percentages, per county and per crime type, or even country of origin, criminal aliens pose high economic cost on Oregonians.

An individual prisoner incarcerated in the DOC prison system costs the state approximately ($94.55) per day.

The DOC’s incarceration cost for its 971 criminal alien prison population is approximately ($91,808.05) per day, ($642,656.35) per week, and ($33,509,938.25) per year.

Even taking into account fiscal year 2016 U.S. Bureau of Justice Assistance (BJA), U.S. Department of Justice, State Criminal Alien Assistance Program (SCAAP) award of $1,788,075.00, if the State of Oregon receives the same amount of SCAAP funding for fiscal year 2017, the cost to incarcerate 971 criminal aliens to the DOC will be at least ($31,721,863.25). Note: At this point in time there is no indication the U.S. BJA will provide SCAAP awards in 2017.

None of preceding cost estimates for the DOC to incarcerate the 971 criminal aliens includes the dollar amount for legal services (indigent defense), language interpreters, court costs, or victim assistance.

On September 1, 2017 Oregon’s Washington County had 202 of the 971 foreign nationals (criminal aliens) incarcerated in the Oregon Department of Corrections (DOC) prison system; the county was third in foreign national crime in the state with 20.80 percent of the criminal aliens in DOC prisons.

U.S. Federal Bureau of Prisons: Criminal Alien Report August 2017

The United States having a significant foreign national population residing within the nations boundaries, be they legally or illegally present in the country, unfortunately includes those who commit crimes.

The extent and impact of foreign national crime on the U.S. citizens and residents of this country is explicitly revealed by a simple search on the U.S. Federal Bureau of Prisons (BOP) inmates statistics website under the heading of inmate citizenship.

Here are the countries of origin, moreover, the number and percentage of those countries citizens recently incarcerated in the U.S. BOP prison system (The most recent BOP crime numbers available were from August 26, 2017.).

Inmate Citizenship:

- México 25,255 inmates, 13.5 percent;
- Colombia 1,695 inmates, 0.9 percent;
- Dominican Republic 1,522 inmates, 0.8 percent;
- Cuba 1,234 inmates, 0.7 percent;
- Other / unknown countries 9,458 inmates, 5.1 percent;
- United States 147,271 inmates, 79.0 percent;

Total Inmates: 186,435 inmates.

To clarify the meaning of these preceding criminal alien inmate numbers and percentages, I will translate them into words:

Combining August 26th BOP criminal alien inmate numbers, there were 39,164 criminal aliens in the BOP prison system. Alien inmates were 21.0 percent of the federal prison population; more than two in every ten inmates were criminal aliens.

With 25,255 Mexican nationals being incarcerated in the BOP prison system, at 64.5 percent, they were the vast majority of criminal aliens in federal prisons.

The U.S. Federal Bureau of Prisons breaks down the federal prison population into 13 types of offenses. One of the top five offenses, the reason inmates are serving time in federal prisons is for immigration crimes. There were 13,598 inmates in the BOP prison system incarcerated for immigration crimes; they were 7.8 percent of the federal prison population.

An urgent wakeup call to all American citizens, eventually the majority of these criminal aliens from México, Colombia, Dominican Republic, Cuba and other countries will be released from the U.S. Federal Bureau of Prisons after completing their prison terms.

The country of Mexico, America’s neighbor to the south, is both historically and literally a land bridge of many frequently unsecured trails, roads, highways and railways used by persons trying and far too often successfully illegally entering our country.

United States citizens should, if they haven’t already, contact their members of the U.S. Congress (two Senators and one Representative) and tell them to support President Donald J. Trump’s commitment to build a wall (fences and technology) along the U.S. border with Mexico to stop the threat of tens of thousands of criminal aliens, once they are released from the federal prison system and deported by U.S. Immigration and Customs Enforcement to their countries of origin, ability to illegally return to this nation and harm its citizens and residents.

On August 1, 2017 Oregon’s Marion County had 232 of the 984 foreign nationals (criminal aliens) incarcerated in the Oregon Department of Corrections (DOC) prison system; the county was first in foreign national crime in the state with 23.58 percent of the criminal aliens in DOC prisons.

Record $135 billion a year for illegal immigration, average $8,075 each, $25,000 in NY

The swelling population of illegal immigrants and their kids is costing American taxpayers $135 billion a year, the highest ever, driven by free medical care, education and a huge law enforcement bill, according to the the most authoritative report on the issue yet.

And despite claims from pro-illegal immigration advocates that the aliens pay significant off-setting taxes back to federal, state and local treasuries, the Federation for American Immigration Reform report tallied just $19 billion, making the final hit to taxpayers about $116 billion.

State and local governments are getting ravaged by the costs, at over $88 billion. The federal government, by comparison, is getting off easy at $45 billion in costs for illegals.

President Trump, Attorney General Jeff Sessions and conservatives in Congress are moving aggressively to deal with illegals, especially those with long criminal records. But their effort is being fought by courts and some 300 so-called "sanctuary communities" that refuse to work with federal law enforcement.

The added burden on taxpayers and the unfairness to those who have applied to come into the United States through legal channels is also driving the administration's immigration crackdown.

The report, titled "The Fiscal Burden Of Illegal Immigration on U.S. Taxpayers," is the most comprehensive cost tally from FAIR. It said that the costs have jumped about $3 billion in four years and will continue to surge unless illegal immigration is stopped. It was provided in advance exclusively to Secrets.

"Clearly, the cost of doing nothing to stop illegal immigration is far too high," said FAIR Executive Director Dan Stein. "President Trump has laid out a comprehensive strategy to regain control of illegal immigration and bring down these costs," said Stein. "Building the wall, enhancing interior enforcement and mandating national E-Verify will go a long way in bringing these ridiculously high costs under control," he added.

Over 68 often shocking pages, FAIR documents the average $8,075 in state, local and federal spending for each of the of 12.5 million illegal immigrants and their 4.2 million citizen children.

Broadly, the costs include $29 billion in medical care, $23 billion for law enforcement, $9 billion in welfare, $46 billion for education.

Just consider the cost of teaching an illegal alien child who doesn't speak English. FAIR estimates an average cost of over $12,000 a year, and that can reach $25,000 in New York. Add to that welfare, health care, school lunches, and the per student price soars.

In state costs alone, California leads the list at $23 billion per year, followed by Texas at $11 billion, and New York at $7.4 billion.

And it also documents the taxes paid and how they don't come close to offsetting the costs. What's more, FAIR noted that 35 percent of the illegal population operate in an underground economy hidden from tax collectors. And worse, employers hire illegals and either pay them cheaply or under the table.

"The United States recoups only about 14 percent of the amount expended annually on illegal aliens. If the same jobs held by illegal aliens were filled by legal workers, at the prevailing market wage, it may safely be presumed that federal, state and local governments would receive higher tax payments," said FAIR.

Key findings pulled from the report:

  • The staggering total costs of illegal immigrants and their children outweigh the taxes paid to federal and state governments by a ratio of roughly 7 to 1, with costs at nearly $135 billion compared to tax revenues at nearly $19 billion.
  • The nearly $135 billion paid out by federal and state and local taxpayers to cover the cost of the presence of 12.5 million illegal aliens and their 4.2 million citizen children amounts to approximately $8,075 per illegal alien and citizen child prior to taxes paid, or $6,940 per person after taxes are paid.
  • On the federal level, medical ($17.14 billion) is by far the highest cost, with law enforcement coming second ($13.15 billion) and general government services ($8 billion) third.
  • At the state and local level, education ($44.4 billion) was by far the largest expense, followed by general public services ($18.5 billion) and medical ($12.1 billion).
  • The top three states based on total cost to state taxpayers for illegal immigrants and their children: California ($23 billion); Texas ($10.9 billion), and New York ($7.5 billion).

Lane County commissioners weigh protections for local unauthorized immigrants

Lane County commissioners on Tuesday could add new language to the county’s policy manual barring county employees from using public funds to enforce federal immigration laws in most cases.

A board order commissioners are scheduled to vote on Tuesday would add a provision to the Lane County Manual, under “foreign citizenship,” banning the use of money, equipment or personnel for “detecting or apprehending persons whose only violation of law is that they are persons of foreign citizenship present in the United States in violation of federal immigration laws.”

The language would allow county staff to help if a federal judge had ordered a person to be arrested for violating federal immigration law. However, such situations appear to be extremely rare.

The language virtually echoes Oregon law, as well as an ordinance the Eugene City Council approved in March. The Oregon law applies to the state and to all political subdivisions in the state, including county governments.

The county move comes amid a national debate over so-called “sanctuary city” policies, and efforts by liberal-leaning states that don’t want to use local staff and money to enforce stricter federal immigration policies sought by President Donald Trump’s administration.

The proposed Lane Manual change puts into county rules the policies already practiced by agencies such as the Lane County Sheriff’s Office and Lane County Health and Human Services, county officials say.

The proposal “makes it more clear at a local level how (state law) plays out here for the county,” Lane County spokeswoman Devon Ashbridge said. “So it’s valuable in that sense. It takes a look specifically at county services and how it will guide how employees will work within that framework.”

The language doesn’t violate state or federal law, Ashbridge said. A provision permits the sheriff’s office to give information to federal immigration agencies about someone arrested for a criminal offense.

It also authorizes the sheriff’s office to arrest anyone charged with violating federal immigration law if a federal judge issues an arrest warrant.

But Lane County Sheriff’s Office Sgt. Carrie Carver said the agency is “not aware of any specific cases” of someone being arrested solely on a such an order. Typically, the federal government arrests illegal immigrants without a judge’s order.

Members of the public have spoken up at recent county commissioners’ meetings about protecting local unauthorized immigrants who haven’t committed any crimes besides entering and living in the country unlawfully.

In November, Lane County, mayors of nine cities and other organizations co-signed a statement of unity vowing to protect marginalized residents such as immigrants.

But dozens of speakers and numerous letter writers have urged local governments such as the city of Eugene and Lane County to go further and commit to not help in federal deportation arrests — even though such assistance is already prohibited by state law.

The election is over and President Trump won.  His campaign focal point was to, once and for all, reign in the rampant disregard for our immigration laws and to finally put citizens first.

Now, it seems that many counties, cities, schools etc. have been whipped up into a frenzy by the paid advocates of unfettered immigration and open borders.  They seem to be trying to scare the very people they are supposed to be advocating for.  Why?

When ICE was contacted about the charges made that they are conducting sweeps across the state, they explained they haven't, they don't and they won't enforce our immigration laws in such a way.  But, open border advocates can't get the emotional driver they need unless they enhance the stories they hear far beyond the reality.

Unfortunately, citizens once again, take a back seat to illegal aliens.  Why on earth are these entities creating "safe havens" for people here illegally?  Are these Commissioners, Mayors, Professors etc, willing to accept the responsibility and the cost of harboring illegal aliens?  I doubt it - that's what they have the tax-payer for.  You get to pay for schools, healthcare, prisons, roads and on and on...

And, one last note.  It was mentioned that the idea was to "protect" people whose only issue was being in the country illegally.  Typically, an illegal alien obtains a stolen identity, typically, they are working here illegally, hired by a business that is using illegal labor,  They may also be getting paid under the table - that's tax fraud.  How are they getting around - probably driving without a license or insurance.  Is it fair to break certain laws, if it benefits the law breaker?

Lane County will be holding a meeting and anyone able to attend should be there and speak up against this sick policy.
 

Oregon Department of Corrections: Criminal Alien Report June 2017

The Oregon Department of Corrections (DOC) June 1, 2017 Inmate Population Profile indicated there were 14,708 inmates incarcerated in the DOC’s 14 prisons.

Data obtained from the DOC indicated that on June 1st there were 981 foreign nationals (criminal aliens) incarcerated in the state’s prison system; approximately one in every fifteen prisoners incarcerated by the state was a criminal alien, 6.67 percent of the total prison population.

Some background information, all 981 criminal aliens currently incarcerated in the DOC prison system were identified by U.S. Immigration and Customs Enforcement (ICE), a federal law enforcement agency that is part of the U.S. Department of Homeland Security. If an inmate is identified by ICE as being a criminal alien, at the federal law enforcement agency’s request, DOC officials will place an “ICE detainer” on the inmate. After the inmate completes his/her state sanction, prison officials will transfer custody of the inmate to ICE.

Using DOC Inmate Population Profiles and ICE detainer numbers, the following table reveals the total number inmates, the number of domestic and criminal alien inmates along with the percentage of them with ICE detainers incarcerated on June 1st in the state’s prisons.

Beyond the DOC criminal alien incarceration numbers and incarceration percentages, per county and per crime type, or even country of origin, criminal aliens pose high economic cost on Oregonians.

An individual prisoner incarcerated in the DOC prison system costs the state approximately ($94.55) per day.

The DOC’s incarceration cost for its 981 criminal alien prison population is approximately ($92,753.55) per day, ($649,274.85) per week, and ($33,855,045.75) per year.

Even taking into account fiscal year 2016 U.S. Bureau of Justice Assistance, U.S. Department of Justice, State Criminal Alien Assistance Program (SCAAP) award of $1,788,075.00, if the State of Oregon receives the same amount of SCAAP funding for fiscal year 2017, the cost to incarcerate 981 criminal aliens to the DOC will be at least ($32,066,970.75).

None of preceding cost estimates for the DOC to incarcerate the 981 criminal aliens includes the dollar amount for legal services (indigent defense), language interpreters, court costs, or victim assistance.

Oregon Republicans shrug off politics, extend benefits to undocumented children

Oregon Republicans took the lead in arguing for spending $36 million on health care for undocumented Oregon children during a Monday session.

The “cover all kids” Senate Bill 558 passed the body on a 21-8 vote. The bill now proceeds to the House where it's likely to find favor with the majority Democrats.

Senate Republican Leader Ted Ferrioli, R-John Day, said he’ll take a shellacking for his ‘yes” vote on the bill from constituents who believe extending benefits encourages illegal immigration.

“I can hear the town hall questions; I can write them,” he said.

“I will look at folks with anger in their eyes and they will not listen to the answer that it is less expensive (to provide coverage),” Ferrioli said, finally adding, “Folks can sharpen their knives and load up. I’ll be in the district after the session is over. I can answer the questions then just as I can now.”

The bill would extend coverage under the Oregon Health Plan to an estimated 15,000 children in the state who otherwise would be prohibited from signing up because they lack legal residency status.

Gov. Kate Brown highlighted the cover all kids program as a priority in her proposed budget. Ninety-eight percent of Oregon children are covered today. The bill, which takes effect Jan. 1, would bring the proportion even higher.

A hospital provider tax of 1.7 percent on large hospitals and 4 percent on small hospitals passed in June will pay for the expansion, according to legislative documents.

Sen. Jeff Kruse, R-Roseburg, carried the bill to the Senate floor and made the case that it is really a conservative bill. Children don’t go completely without care, he said. When they turn up sick at hospitals, hospitals have to treat them, and that’s the most expensive way to treat them.

“I know about the optics of this thing. We could get wrapped up in sanctuary this, sanctuary that. We could get wrapped up with immigration this or immigration that,” Kruse said. “This is not about the optics or the politics. This is about health care at a reasonable cost.”

Passing the bill will bring relief to hospitals large and small across the state.

“We have asked hospitals to step up in a major way with the provider tax,” Kruse said. “Now to ask them to absorb (emergency department) care for these kids is just one more ask. That is an ask too much. ...

“Chances are I’m going to take some political hits for this too, but quite honestly, I don’t give a damn. I don’t care about politics, I care about policy and I care about doing the right thing.”

Not all Republicans favored the bill.

“My priority are services to veterans who fought and have been injured for this country and for this state,” said Sen. Tim Knopp, R-Bend, who voted no. “We have not taken care of them the way we need to. If there are tens of millions of dollars, we need to start there.

“We can work our way to seniors who need care in their homes, those with disabilities, those who are vulnerable -- and there are many Oregonians who are in need,” he said.

All Senate Democrats voted in favor of the bill. Sen. Arnie Roblan, D-Coos Bay, a high school principal, said schools must teach all the children who turn up. “They only learn when they’re healthy,” he said.

Sen. Laurie Monnes Anderson, D-Gresham, is a public health nurse.

“Every child needs health care regardless of where they were born,” she said. “It is the moral and right thing to do. A child is not responsible for who their parents are, whether they’re legal or illegal, whether they’re rich or whether they’re poor.” Read more about Oregon Republicans shrug off politics, extend benefits to undocumented children
