Information obtained from the Oregon Department of Corrections (DOC) indicated on April 1, 2019 revealed that 76 of the 903 foreign nationals (criminal aliens) in the state’s prison system were incarcerated for drug crimes — 8.42 percent of the criminal alien prison population.

Using DOC U.S. Immigration and Customs Enforcement (ICE) ICE detainer numbers, the following table reveals the total number criminal alien inmates in the DOC prison system along with the number and percentage of those alien inmates incarcerated on April 1st in the state’s prisons for drug crimes.

The 76 criminal aliens in the DOC prison system incarcerated for drug crimes were 8.27 percent of all inmates, domestic and foreign, in the state’s prisons for drug crimes.

Using the DOC Inmate Population Profile and ICE immigration detainer numbers from April 1st, the following table reveals the total number inmates incarcerated for drug crimes, the number of domestic and criminal alien inmates incarcerated for drug crimes and the percentage drug crimes committed by criminal aliens.

Criminal aliens were incarcerated in DOC prisons for drug crimes from 17 of 36 Oregon counties — 47.22 percent of the counties in the state.

Five Oregon counties, Multnomah (17 alien drug criminals), Clackamas (14 alien drug criminals), Washington (13 alien drug criminals), Jackson (7 alien drug criminals) and Marion (6 alien drug criminals) had 57 of 76 criminal alien inmates incarcerated in DOC prisons for the drug crimes — 75.00 percent of the alien inmates incarcerated for drug crimes.

Criminal aliens from five identified countries were incarcerated in DOC prisons for drug crimes.

Foreign nationals who declared their country or origin as being Mexico were 70 of 76 criminal aliens convicted of drug crimes incarcerated in the DOC prison system — 92.11 percent of the alien drug criminals in the state’s prisons.

On March 1, 2019 Oregon’s Marion County had 220 of the 901 foreign nationals (criminal aliens) incarcerated in the Oregon Department of Corrections (DOC) prison system; the county was first in foreign national crime in the state with 24.42 percent of the criminal aliens in DOC prisons.

Foreign nationals who declared their country or origin as being Mexico were 190 of 220 criminal aliens from Marion County incarcerated in the DOC prison system — 86.36 percent of the county’s alien inmates in the state’s prisons.

The following table reveals the self-declared countries of origin of the majority of the 220 criminal aliens with ICE detainers who have harmed or victimized the residents of Marion County in the DOC prison system.

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table reveals the total number criminal alien inmates along with the number and percentage of those alien inmates incarcerated on March 1st in the state’s prisons who declared themselves as being Mexican nationals.

Mexican (MEX) national criminals were sent to DOC prisons from 28 of 36 Oregon counties — 77.78 percent of the counties in the state.

Seven Oregon counties, Marion (190 MEX inmates), Washington (145 MEX inmates), Multnomah (112 MEX inmates), Clackamas (63 MEX inmates), Lane (32 MEX inmates), Jackson (30 MEX inmates) and Umatilla (24 MEX inmates) had 596 of the 720 Mexican national inmates incarcerated in DOC prisons — 82.78 percent of the MEX inmates.

Here are the ways Oregon residents were victimized by the 720 Mexican national criminals.

Significant numbers, there were 374 of the 720 criminal alien inmates from Mexico incarcerated in DOC prisons for three types of sex crimes — sex abuse, rape and sodomy — 51.94 percent of the Mexican national inmates in the state’s prisons.

When compared to the overall DOC criminal alien prison population, Mexican nationals were 101 of the 130 criminal aliens convicted of homicidal crimes (various degrees of murder and manslaughter) incarcerated in the state’s prison system — 77.69 percent of all alien inmates serving time for homicidal crimes.

Beyond the DOC Mexican national incarceration numbers and incarceration percentages, per county and per type of crime, criminal aliens from Mexico place a substantial economic burden on Oregonians.

An individual inmate incarcerated in the DOC prison system costs the state approximately ($108.26) per day.

The DOC’s incarceration cost for 720 Mexican national inmates is approximately ($77,947.20) per day, ($545,630.40) per week, and ($28,450,728.00) per year.

None of preceding cost estimates for the DOC to incarcerate the 720 Mexican national inmates includes the dollar amount for legal services (indigent defense), language interpreters, court costs, or victim assistance.

Information obtained from the Oregon Department of Corrections (DOC) indicated on March 1, 2019 that 803 of the 901 foreign nationals (criminal aliens) in the state’s prison system self-declared their countries of origin as being located in the Americas — North, Central and South America and the West Indies — 89.12 percent of the criminal alien prison population (Note: The United States of America (USA) and USA territories are excluded from this report.):

- North America (Mexico an Canada) had 725 criminal aliens — 90.29 percent of the DOC alien prisoners from the Americas;

- Central America (Guatemala, El Salvador, Honduras, Costa Rica, Nicaragua, Belize and Panama) had 53 criminal aliens — 6.60 percent of the DOC alien prisoners from the Americas;

- South America (Ecuador, Peru and Argentina) had seven criminal aliens — 0.87 percent of the DOC alien prisoners from the Americas;

- The West Indies (Cuba, Jamaica and Turks) had 18 criminal aliens — 2.24 percent of the DOC alien prisoners from the Americas.

Criminal aliens from 15 countries located in the Americas were incarcerated in the DOC prison system.

Mexican nationals were 720 of 803 criminal aliens from the Americas incarcerated in the DOC prison system — 89.66 percent of the alien inmates from the Americas in the state’s prisons.

Some background information, all 803 criminal aliens incarcerated in the DOC prison system from the Americas were identified by U.S. Immigration and Customs Enforcement (ICE) and have ICE detainers placed on them.

Data obtained from the DOC indicated that on March 1st there were 901 foreign nationals (criminal aliens) incarcerated in the state’s prison system; criminal aliens were 6.12 percent of the total prison population.

ICE has announced a new program setting up a convenient way for local law enforcement to use warrants for arrest if needed to circumvent sanctuary policies. 

The cry in Oregon for some time when objections are raised to release of criminal aliens from jail instead of holding them for ICE detention, has been -- Tell ICE to get a warrant.  That was time-consuming and difficult, as explained by U.S. Attorney Billy Williams in an op-ed:

“Some sheriffs suggest that, short of ICE agents obtaining a federal criminal arrest warrant, they do not have any legal obligation to share information or hold an individual in custody who is subject to a detainer. This requirement is inherently unreasonable as illegal aliens are frequently held for only a matter of hours. Furthermore, it is nearly impossible to obtain a federal criminal arrest warrant without basic identifying information.”

New Program Will Exempt Police From Sanctuary-Detainer Restrictions

The Trump Administration announced a new Immigration and Customs Enforcement (ICE) program designed for local law-enforcement agencies that want to honor immigration detainers but are prohibited from doing so under state and/or local sanctuary policies. According to a press release, ICE created the Warrant Service Officer (WSO) program at the request of the National Sheriffs’ Association and the Major County Sheriffs of America.

“Policies that limit cooperation with ICE undermine public safety, prevent the agency from executing its federally mandated mission and increase the risks for officers forced to make at-large arrests in unsecure locations,” said Acting ICE Director Matthew Albence. “The WSO program will protect communities from criminal aliens who threaten vulnerable populations with violence, drugs and gang activity by allowing partner jurisdictions the flexibility to make immigration arrests in their jail or correctional facility.”

After a jurisdiction signs a Memorandum of Agreement with ICE, it will nominate officers who will be trained to perform WSO functions. The officers will be responsible for serving administrative warrants and arresting targeted aliens at jails or correctional facilities where they work. ICE will then have 48 hours to pick up aliens. ICE will supervise the WSO process, and pay for the cost of training local officers.

In addition to partnering with law-enforcement agencies in sanctuary jurisdictions, the program will serve rural jurisdictions that lack the budget and personnel resources to become 287(g) partners. Read more about New federal program may curb Oregon’s Sanctuary law

President Trump told “Sunday Morning Future”’ that illegal immigrants are pouring into the country at unprecedented rates “because our economy is so good’’ and ‘‘everyone wants a piece of it’" -- and, he asserted, Democrats have now provided major incentives for illegal immigrants to bring children with them as a legal shield.

‘’You have to have Perry Mason involved” in order to fight some immigration challenges and enforce border security, Trump said, alluding to the backlog of immigration cases and a recent Ninth Circuit ruling requiring that asylum applicants be allowed to go before a federal judge.

"We’re moving people out so fast," he added. "The problem is we have to register them, we have to bring them to court.  Another country just says sorry, you can’t come into our country and they walk them out.  In our country you have to bring them to court, you have to have Perry Mason involved, I mean, you know, it’s all legal.  You have lawyers standing at the border, our people, lawyers, wise guys standing at the border, signing people up."

Trump continued: "Every time they catch a cold they try and blame Border Patrol.  It’s a disgrace what’s going on, and it could be solved in 15 minutes if the Democrats would give us the votes, it would be over."

"What we need is new laws that don’t allow this so when somebody comes in we say sorry, you got to go out.  . ... We have a court system with 900,000 cases behind it. They have a court that needs to hear 900,000 cases," Trump said, referring to overloaded immigration and asylum courts. "It's a system Congress can fix -- and they don't get off their ass."

Trump called the situation at the border like "Disneyland" now that purported family units cannot be separated for sustained periods. Under the administration's "no-tolerance policy," adults who crossed the border with children were charged with illegal entry into the U.S. -- and, shortly afterwards, had to be separated from minors in their group under the Flores decree.

"We -- we go out and we stop the separation," Trump said. "The problem is you have 10 times more people coming up with their families.  It’s like Disneyland now.  You know, before you’d get separated so people would say let’s not go up.  Now you don’t get separated and, you know, while that sounds nice and all, what happens is you have -- literally you have 10 times more families coming up because they’re not going to be separated from their children."
