WASHINGTON—Yesterday, in a major victory for the rule of law, the Fifth Circuit Court of Appeals affirmed the judgment of a Texas federal district court finding the Obama-era Deferred Action for Childhood Arrivals program (DACA) unlawful and blocking its implementation going forward.
