Information obtained from the Oregon Department of Corrections (DOC) indicated on October 1, 2019 revealed that 65 of the 857 foreign nationals (criminal aliens) in the state’s prison system were incarcerated for drug crimes — 7.58 percent of the criminal alien prison population.

Using DOC U.S. Immigration and Customs Enforcement (ICE) ICE detainer numbers, the following table reveals the total number criminal alien inmates in the DOC prison system along with the number and percentage of those alien inmates incarcerated on October 1st in the state’s prisons for drug crimes.

Five Oregon counties, Multnomah (14 alien drug criminals), Clackamas (13 alien drug criminals), Washington (10 alien drug criminals), Jackson (6 alien drug criminals) and Marion (6 alien drug criminals) had 49 of 65 criminal alien inmates incarcerated in DOC prisons for drug crimes — 75.38 percent of the alien inmates incarcerated for drug crimes.

Media ignore rampant fraud in visa programs

More details are emerging about how businesses hire cheaper foreign labor in technical fields, undercutting Americans’ chances of employment and putting national security at risk.  However, many major media misrepresent the situation either intentionally or through ignorance. In Neil Munro’s article cited below, we get a fuller picture of what’s happening.  Unfortunately, Oregon’s Congressional delegation has done nothing to help U.S. citizens in this situation.  Better candidates may be on Oregon’s ballot in the May primary, and do-nothing incumbents could be retired.

“A skewed news report triggered many progressive politicians, activists, and journalists to declare outrage towards the U.S. Immigration and Customs Enforcement’s (ICE) deportation of more than 200 Indian students — even though the ICE operation was launched under former President Barack Obama to block commonplace fraud against U.S. college graduates. …

“Many Indian visa workers are ready to participate in fraudulent tactics because fraud is endemic in India.

“Once in the United States, fraud is rational because it helps many — not all — Indian temporary workers win the hugely valuable prizes of Americans’ white-collar jobs and of American citizenship …

“Americans’ professional codes of ethics have minimized domestic fraud in U.S. workplaces.

“But those codes blind Americans to the diversity of tactics used by many of the Indian graduates, such as inflating resumes, trading bribes for jobs, hiring relatives, and excluding unsuspecting Americans from job interviews. Some Indian workers readily provide anecdotal evidence of these practices to American reporters who want to listen.

“But there is little legal enforcement of workplace laws.

“The result is that some Indian managers can run U.S. offices where the vast majority of new hires are Indians, apparently without any fear that American officials will investigate the obviously skewed hiring patterns for racial, sexual, and anti-American discrimination.

“Alongside the Democrat politicians, many progressive journalists rushed to condemn ICE’s successful operation.

“The denunciations came from Politico’s Natasha Bertrand, Mark Bergen at Bloomberg, Matt Pearce at the Los Angeles Times, and Kyle Griffin at MSNBC. ‘Abolish ICE,’ reacted Farhad Manjoo, an immigrant columnist at the New York Times. ‘Leave it to the Trump administration to use a fake university. … How is this anything but entrapment?’ said a tweet from Jamil Smith at Rolling Stone.

“Radley Balko at the Washington Post declared ICE’s success as ‘so goddamned evil.’ Matthew Chapman of The Raw Story tweeted, ‘How have these students even committed a crime?’ …

“The ICE sting at the fake Farmington University worked because many Indian visa workers have become complacent about the enforcement of U.S. workplace laws.

“Obama’s deputies created the fake university to target the Indians who use fraud to get work permits via the Occupational Practical Training (OPT) program for foreign graduates and the Curricular Practical Training (CPT) program for foreign students.

“Those work permits were created and expanded by U.S. presidents seeking to placate high-tech investors, such as Bill Gates, the founder of Microsoft. The OPT and CPT work permits allow the Indian graduates to fly into the United States, pay their tuition, and then compete for the many low wage jobs offered by Indian managers at many U.S. companies. Those started jobs then allow the Indians to compete for coveted H-1B work permits, which allow them to apply for the hugely valuable prize of citizenship.

“These OPT and CPT jobs are varied and range from starvation wage jobs in Texas software sweatshops to $100,000 prestige jobs in Silicon Valley. The actual wages are difficult to track, partly because employers frequently shortchange their Indian workers and demand kickbacks. Indians are willing to pay the kickbacks because their U.S.-based Indian managers have the legal power to send them home or provide the hugely valuable prize of U.S. citizenship.

“The huge number of Indian visa workers has also ensured that fraud, caste politics, and bribery are increasingly common in workplaces that were once dominated by American white-collar professionals. For example, many U.S. professionals report anonymously that a large number of Indian managers only hire Indians and also refuse to hire Americans who cannot be trusted to stay quiet about kickbacks. Some of these complaints are documented by a growing number of lawsuits against Indian managers in U.S companies.

“The federal government provides some data about the American universities that accept tuition payments in exchange for awarding OPT and CPT work permits to the Chinese, Indian, and other foreign competitors of their American graduates.

“The data also shows the companies where managers are using the programs to hire foreign graduates instead of Americans. …

Information obtained from the Oregon Department of Corrections (DOC) indicated on October 1, 2019 that 126 of the 857 foreign nationals (criminal aliens) in the state’s prison system were incarcerated for homicidal crimes (various degrees of murder and manslaughter) — 14.70 percent of the criminal alien prison population (Note: The number of criminal aliens incarcerated for homicidal crimes in DOC prisons does not necessarily equal the number of Oregon residents killed by alien homicidal violence).

Criminal aliens from 21 different countries have committed homicidal violence against Oregon residents.

Foreign nationals who declared their country or origin as being Mexico were 97 of 126 criminal aliens convicted of homicidal crimes incarcerated in the DOC prison system — 76.98 percent of the alien inmates in the state’s prisons for homicidal crimes.

Oregon Department of Corrections: Mexican National Crime Report October 2019

Information obtained from the Oregon Department of Corrections (DOC) indicated on October 1, 2019 that 689 of the 857 foreign nationals (criminal aliens) in the state’s prison system were Mexican nationals — 80.40 percent of the criminal alien prison population (Note: The number of Mexican nationals incarcerated in DOC prisons does not necessarily equal the number of Oregon residents victimized by this specific group of criminal aliens).

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table reveals the total number criminal alien inmates along with the number and percentage of those alien inmates incarcerated on October 1st in the state’s prisons who declared themselves as being Mexican nationals.

Mexican (MEX) national criminals were sent to DOC prisons from 26 of the 36 Oregon counties — 72.22 percent of the counties in the state.

Seven Oregon counties, Marion (178 MEX national inmates), Washington (146 MEX national inmates), Multnomah (104 MEX national inmates), Clackamas (53 MEX national inmates), Lane (34 MEX national inmates), Jackson (28 MEX national inmates) and Umatilla (27 MEX national inmates) had 570 of the 689 Mexican national inmates incarcerated in DOC prisons — 82.73 percent of the MEX national inmates.

Using DOC ICE detainer numbers, the following table reveals the number and percentage of Mexican national inmates incarcerated on that were sent  to prison from the state’s 36 counties.

Significant numbers, there were 379 of the 689 criminal alien inmates from Mexico incarcerated in DOC prisons for three types of sex crimes — sex abuse, rape and sodomy — 55.01percent of the Mexican national inmates in the state’s prisons.

When compared to the overall DOC criminal alien prison population, Mexican nationals were 97 of the 126 criminal aliens convicted of homicidal crimes (various degrees of murder and manslaughter) incarcerated in the state’s prison system — 76.98 percent of all alien inmates serving time for homicidal crimes.

Using the DOC ICE detainer numbers from October 1st, the following table reveals the total number of criminal alien inmates incarcerated by type of crime, the number of Mexican national inmates incarcerated by type of crime and the percentage of Mexican national inmates incarcerated by type of crime.

Beyond the DOC Mexican national incarceration numbers and incarceration percentages, per county and per type of crime, criminal aliens from Mexico place a substantial economic burden on Oregonians.

An individual inmate incarcerated in the DOC prison system costs the state approximately ($108.26) per day.

The DOC’s incarceration cost for 689 Mexican national inmates is approximately ($74,591.14) per day, ($522,137.98) per week, and ($27,225,766.10) per year.

None of preceding cost estimates for the DOC to incarcerate the 689 Mexican national inmates includes the dollar amount for legal services (indigent defense), language interpreters, court costs, or victim assistance.

Oregon courts try to lock out ICE

Oregon recently became the latest state to order Immigration and Customs Enforcement (ICE) out of its courthouses, elevating the rights of criminal aliens at the expense of public safety.

In 1987, Oregon became the first sanctuary state in the nation, enacting its sanctuary law, which forbade law enforcement officials’ cooperation with federal immigration enforcement. 

However, Oregon’s sanctuary law didn’t go far enough to satisfy the open-borders crowd. On October 14, Martha Walters, the Chief Justice of the Oregon Supreme Court, issued a new sanctuary court rule. This rule does not allow anyone to make a “civil arrest” in a state courthouse or its “environs” without a warrant or other order signed by a judge.  The definition of “environs” is expansive and includes “the vicinity around a courthouse, as well as all public entryways, driveways, sidewalks, and parking areas intended to serve a courthouse.”

Oregon’s new ICE lockout rule is similar to others recently adopted by California, New York and New Jersey.  …

The federal Immigration and Nationality Act gives ICE and other federal immigration agencies the authority to make immigration arrests, both with and without warrants, anywhere in the country, which under the Supremacy Clause of the U.S. Constitution clearly preempts these state rules.  Moreover, there is no such thing as a judicial immigration warrant, as federal law grants authority to issue immigration warrants to ICE supervisors, not judges. …

ICE spokeswoman Tanya Roman fired back, saying “[i]t is ironic that elected officials want to see policies in place to keep ICE out of courthouses, while caring little for laws enacted by Congress to keep criminal aliens out of our country,” and adding that the idea of judicial warrants for immigration violations is “simply a figment created by those who wish to undermine immigration enforcement and excuse the ill-conceived practices of sanctuary jurisdictions that put politics before public safety.” …

Oregon Department of Corrections: Criminal Alien Report for the Americas October 2019

Information obtained from the Oregon Department of Corrections (DOC) indicated on October 1, 2019 that 770 of the 857 foreign nationals (criminal aliens) in the state’s prison system self-declared their countries of origin as being located in the Americas � North, Central and South America and the West Indies � 89.85 percent of the criminal alien prison population (Note: The United States of America (USA) and USA territories are excluded from this report.):

- North America (Mexico and Canada) had 694 criminal aliens � 90.13. percent of the DOC alien prisoners fromm the Americas;

- Central America (Guatemala, El Salvador, Honduras, Costa Rica, Nicaragua, Belize and Panama) had 50 criminal aliens � 6.49 percent of the DOC aalien prisoners from the Americas;

- South America (Ecuador, Peru, Argentina, Brazil and Colombia) had nine criminal aliens � 1.17 percent of the DOC alien prisooners from the Americas;

- The West Indies (Cuba, Jamaica and Turks) had 17 criminal aliens � 2.21 perceent of the DOC alien prisoners from the Americas.

Criminal aliens from 17 countries located in the Americas were incarcerated in the DOC prison system.

Mexican nationals were 689 of 770 criminal aliens from the Americas incarcerated in the DOC prison system � 89.488 percent of the alien inmates from the Americas in the state’s prisons.

Some background information, all 770 criminal aliens incarcerated in the DOC prison system from the Americas were identified by U.S. Immigration and Customs Enforcement (ICE) and have ICE detainers placed on them.

The Oregon Department of Corrections (DOC) October 1, 2019 Inmate Population Profile indicated there were 14,635 inmates incarcerated in the DOC’s 14 prisons.

Data obtained from the DOC indicated that on October 1st there were 857 foreign nationals (criminal aliens) incarcerated in the state’s prison system; criminal aliens were 5.86 percent of the total prison population.

Some background information, all the criminal aliens incarcerated in the DOC prison system were identified by U.S. Immigration and Customs Enforcement (ICE) and have ICE detainers placed on them.
