Information obtained from the Oregon Department of Corrections (DOC) indicated that on September 1, 2017 there were 971 foreign nationals (criminal aliens) incarcerated in the state’s prison system.

Breaking the DOC criminal alien prison population down by a specific geographic region of the world, 856 of the prisoners self-declared countries of origin were located in the Americas: North, Central and South America and the West Indies (Excluding the United States of America and its territories):

- North America had 781 criminal aliens, 91.24 percent of the DOC prisoners from the Americas;

- Central America had 51 criminal aliens, 5.96 percent of the DOC prisoners from the Americas;

- South America had 17 criminal aliens, 1.99 percent of the DOC prisoners from the Americas;

- The West Indies had seven criminal aliens, 0.82 percent of the DOC prisoners from the Americas.

The 856 prisoners in the DOC prison system from the Americas were 88.16 percent of the total criminal alien prison population.

Some background information, all criminal aliens incarcerated in the DOC prison system were identified by U.S. Immigration and Customs Enforcement (ICE), a federal law enforcement agency that is part of the U.S. Department of Homeland Security. Once identified by ICE these criminal aliens had immigration detainers placed on them by immigration officials monitoring the state’s prisons. After these criminal alien inmates have completed their state sanctions, prison officials will transfer custody of these inmates to ICE.

Using DOC ICE detainer numbers, the following table reveals the self-declared countries of origin of the 856 criminal alien prisoners from the Americas by number and percentage incarcerated on September 1st in the state’s prisons.

The preceding table reveals that criminal aliens from 15 countries located in the Americas were incarcerated in the DOC prison system. Mexico with 778 prisoners equated to 90.89 percent of the criminal aliens from the Americas incarcerated in the state’s prisons.

Here are the ways Oregon residents were victimized by the 856 criminal aliens from the Americas.

The preceding table reveals that 426 criminal aliens (49.77 percent) of those DOC prisoners from the Americas were incarcerated for three types of sex crimes: sex abuse, rape and sodomy.

Using DOC ICE detainer numbers, the following table reveals the number and percentage of criminal alien prisoners from the Americas incarcerated on September 1st that were sent to prison from the state’s 36 counties.

Twenty-eight Oregon counties had at least one criminal alien from the Americas incarcerated in DOC prisons. Four of the state’s counties, Marion, Multnomah, Washington and Clackamas had 621 prisoners (72.55 percent) of the criminal aliens from the Americas incarcerated in the state’s prisons.

Beyond the DOC criminal alien incarceration numbers and percentages by countries of origin, by crime types or by the state’s counties, criminal aliens from the Americas pose high economic cost on Oregon tax payers.

An individual prisoner incarcerated in the DOC prison system costs the state approximately ($94.55) per day.

The DOC’s incarceration cost for its 856 criminal alien prison population from the Americas is approximately ($80,934.80) per day, ($566,543.60) per week, and ($29,541,202.00) per year.

Even taking into account fiscal year 2016 U.S. Bureau of Justice Assistance (BJA), U.S. Department of Justice, State Criminal Alien Assistance Program (SCAAP) award of $1,788,075.00, if the State of Oregon receives the same amount of SCAAP funding for fiscal year 2017, the cost to incarcerate 856 criminal aliens to the DOC will be at least ($27,753,127.00). Note: At this point in time there is no indication the U.S. BJA will provide SCAAP awards in 2017.

None of preceding cost estimates for the DOC to incarcerate the 856 criminal aliens includes the dollar amount for legal services (indigent defense), language interpreters, court costs, or victim assistance.

On August 1, 2017 Oregon’s Marion County had 232 of the 984 foreign nationals (criminal aliens) incarcerated in the Oregon Department of Corrections (DOC) prison system; the county was first in foreign national crime in the state with 23.58 percent of the criminal aliens in DOC prisons.

The swelling population of illegal immigrants and their kids is costing American taxpayers $135 billion a year, the highest ever, driven by free medical care, education and a huge law enforcement bill, according to the the most authoritative report on the issue yet.

And despite claims from pro-illegal immigration advocates that the aliens pay significant off-setting taxes back to federal, state and local treasuries, the Federation for American Immigration Reform report tallied just $19 billion, making the final hit to taxpayers about $116 billion.

State and local governments are getting ravaged by the costs, at over $88 billion. The federal government, by comparison, is getting off easy at $45 billion in costs for illegals.

President Trump, Attorney General Jeff Sessions and conservatives in Congress are moving aggressively to deal with illegals, especially those with long criminal records. But their effort is being fought by courts and some 300 so-called "sanctuary communities" that refuse to work with federal law enforcement.

The added burden on taxpayers and the unfairness to those who have applied to come into the United States through legal channels is also driving the administration's immigration crackdown.

The report, titled "The Fiscal Burden Of Illegal Immigration on U.S. Taxpayers," is the most comprehensive cost tally from FAIR. It said that the costs have jumped about $3 billion in four years and will continue to surge unless illegal immigration is stopped. It was provided in advance exclusively to Secrets.

"Clearly, the cost of doing nothing to stop illegal immigration is far too high," said FAIR Executive Director Dan Stein. "President Trump has laid out a comprehensive strategy to regain control of illegal immigration and bring down these costs," said Stein. "Building the wall, enhancing interior enforcement and mandating national E-Verify will go a long way in bringing these ridiculously high costs under control," he added.

Over 68 often shocking pages, FAIR documents the average $8,075 in state, local and federal spending for each of the of 12.5 million illegal immigrants and their 4.2 million citizen children.

Broadly, the costs include $29 billion in medical care, $23 billion for law enforcement, $9 billion in welfare, $46 billion for education.

Just consider the cost of teaching an illegal alien child who doesn't speak English. FAIR estimates an average cost of over $12,000 a year, and that can reach $25,000 in New York. Add to that welfare, health care, school lunches, and the per student price soars.

In state costs alone, California leads the list at $23 billion per year, followed by Texas at $11 billion, and New York at $7.4 billion.

And it also documents the taxes paid and how they don't come close to offsetting the costs. What's more, FAIR noted that 35 percent of the illegal population operate in an underground economy hidden from tax collectors. And worse, employers hire illegals and either pay them cheaply or under the table.

"The United States recoups only about 14 percent of the amount expended annually on illegal aliens. If the same jobs held by illegal aliens were filled by legal workers, at the prevailing market wage, it may safely be presumed that federal, state and local governments would receive higher tax payments," said FAIR.

Key findings pulled from the report:

• The staggering total costs of illegal immigrants and their children outweigh the taxes paid to federal and state governments by a ratio of roughly 7 to 1, with costs at nearly $135 billion compared to tax revenues at nearly $19 billion.
• The nearly $135 billion paid out by federal and state and local taxpayers to cover the cost of the presence of 12.5 million illegal aliens and their 4.2 million citizen children amounts to approximately $8,075 per illegal alien and citizen child prior to taxes paid, or $6,940 per person after taxes are paid.
• On the federal level, medical ($17.14 billion) is by far the highest cost, with law enforcement coming second ($13.15 billion) and general government services ($8 billion) third.
• At the state and local level, education ($44.4 billion) was by far the largest expense, followed by general public services ($18.5 billion) and medical ($12.1 billion).
• The top three states based on total cost to state taxpayers for illegal immigrants and their children: California ($23 billion); Texas ($10.9 billion), and New York ($7.5 billion).

Lane County commissioners on Tuesday could add new language to the county’s policy manual barring county employees from using public funds to enforce federal immigration laws in most cases.

A board order commissioners are scheduled to vote on Tuesday would add a provision to the Lane County Manual, under “foreign citizenship,” banning the use of money, equipment or personnel for “detecting or apprehending persons whose only violation of law is that they are persons of foreign citizenship present in the United States in violation of federal immigration laws.”

The language would allow county staff to help if a federal judge had ordered a person to be arrested for violating federal immigration law. However, such situations appear to be extremely rare.

The language virtually echoes Oregon law, as well as an ordinance the Eugene City Council approved in March. The Oregon law applies to the state and to all political subdivisions in the state, including county governments.

The county move comes amid a national debate over so-called “sanctuary city” policies, and efforts by liberal-leaning states that don’t want to use local staff and money to enforce stricter federal immigration policies sought by President Donald Trump’s administration.

The proposed Lane Manual change puts into county rules the policies already practiced by agencies such as the Lane County Sheriff’s Office and Lane County Health and Human Services, county officials say.

The proposal “makes it more clear at a local level how (state law) plays out here for the county,” Lane County spokeswoman Devon Ashbridge said. “So it’s valuable in that sense. It takes a look specifically at county services and how it will guide how employees will work within that framework.”

The language doesn’t violate state or federal law, Ashbridge said. A provision permits the sheriff’s office to give information to federal immigration agencies about someone arrested for a criminal offense.

It also authorizes the sheriff’s office to arrest anyone charged with violating federal immigration law if a federal judge issues an arrest warrant.

But Lane County Sheriff’s Office Sgt. Carrie Carver said the agency is “not aware of any specific cases” of someone being arrested solely on a such an order. Typically, the federal government arrests illegal immigrants without a judge’s order.

Members of the public have spoken up at recent county commissioners’ meetings about protecting local unauthorized immigrants who haven’t committed any crimes besides entering and living in the country unlawfully.

In November, Lane County, mayors of nine cities and other organizations co-signed a statement of unity vowing to protect marginalized residents such as immigrants.

But dozens of speakers and numerous letter writers have urged local governments such as the city of Eugene and Lane County to go further and commit to not help in federal deportation arrests — even though such assistance is already prohibited by state law.

In a report that has national implications, almost half of the illegal immigrants held in Oregon jails in May faced serious sex crimes including rape, abuse and sodomy.

Of 969 illegals held in jail for that one month, 461 have been charged with the three sex crimes.

A majority are being held in Portland and Salem area jails, according to the report from immigration expert David Olen Cross, whose report is based on statistics from Oregon's Department Corrections and U.S. Immigration and Customs Enforcement detainers.

Most, over 83 percent, were from Mexico, according to Cross.

Nationally the number of criminal illegals held on sex crimes isn't fully known, but Cross' report suggests it is high. The Trump administration has put a focus on deporting criminal illegals.

Last week, the acting director of ICE said the administration is shifting its approach to also targeting those who come across the border illegally. He said it is wrong to let them go and wait for them to commit crimes.

The Oregon Department of Corrections (DOC) February 1, 2017 Inmate Population Profile indicated there were 14,594 inmates incarcerated in the DOC’s 14 prisons.

Data obtained from the DOC indicated that on February 1st there were 967 foreign nationals (criminal aliens) incarcerated in the state’s prison system; more than one in every sixteen prisoners incarcerated by the state was a criminal alien, 6.63 percent of the total prison population.

Some background information, all 967 criminal aliens currently incarcerated in the DOC prison system were identified by U.S. Immigration and Customs Enforcement (ICE), a federal law enforcement agency that is part of the U.S. Department of Homeland Security. If an inmate is identified by ICE as being a criminal alien, at the federal law enforcement agency’s request, DOC officials will place an “ICE detainer” on the inmate. After the inmate completes his/her state sanction, prison officials will transfer custody of the inmate to ICE.

Using DOC Inmate Population Profiles and ICE detainer numbers, the following table reveals the total number inmates, the number of domestic and criminal alien inmates along with the percentage of them with ICE detainers incarcerated on February 1st in the state’s prisons.
