A hearing on HB 2932 was held on Monday, March 18, by the House Judiciary Committee.  Several OFIR Board members attended and testified in opposition, submitting written testimony also.

OFIR has posted the testimonies at:  http://www.oregonir.org/immigration-topics/sanctuary-bill-2019-legislature.

A videotape of the Hearing can be viewed at: http://oregon.granicus.com/MediaPlayer.php?clip_id=26213

We encourage citizens to express their views of this bill to their state Representatives.  To identify your state Representative and get phone number/email address, click here:  https://www.oregonlegislature.gov/FindYourLegislator/leg-districts.html.  After entering your address in the format requested, see the address card and click the tab labelled House.

Two very bad bills have been introduced in the current session of the Oregon Legislature.

HB 2932 “prohibits courts from inquiring into defendant's immigration status or requiring defendant to disclose defendant's immigration status at time of plea or at any other time during criminal proceeding.  Requires court to allow defendant, upon request, additional time for plea decision after informing defendant about possible adverse immigration consequences of plea. Declares emergency, effective on passage.”

This bill to protect illegal aliens and legitimize illegal immigration, opening our borders to the world without limit, has 26 sponsors, all Democrats, and may be fast-tracked through the Legislature as certain bills were done in the previous session.

A hearing is scheduled for Monday, March 18, at 1 p.m. by the House Judiciary Committee, which has 11 members, 8 Democrats and 3 Republicans.  There seems little doubt the Committee will approve the bill and send it on to the Legislature for a vote.

Please contact your State Representative and urge him/her to oppose this bill. Whether your Representative is a Democrat, a Republican, or other, it’s worthwhile to express your view.

You can see an Overview of the bill at:  https://olis.leg.state.or.us/liz/2019R1/Measures/Overview/HB2932, and you can sign up there (in upper right corner) to receive notices of further action on the bill.

Statements by citizens on Legislative bills can be emailed to the Committee that’s hearing the bill (if a hearing has been scheduled.)  The email address for such statements is given on the Committee’s website.  Here’s an example of one filed that way:  https://olis.leg.state.or.us/liz/2019R1/Downloads/CommitteeMeetingDocument/173965. Other citizen statements on HB 2932 will appear as they are submitted.  You can check back here to follow them:  https://olis.leg.state.or.us/liz/2019R1/Committees/HJUD/2019-03-18-13-00/HB2932/Details

Another bad bill related to immigration which is of concern now is HB 2015It “eliminates requirement that person provide proof of legal presence before Department of Transportation issues noncommercial driver license, noncommercial driver permit or identification card.  Becomes operative January 1, 2021. Declares emergency, effective on passage.”

See Overview of the bill at:  https://olis.leg.state.or.us/liz/2019R1/Measures/Overview/HB2015?pubDate=2019-03-04-16-33.  It was referred to the House Transportation Committee where a hearing has not yet been scheduled.  You can receive notices of actions on this bill by clicking the top-right link on the Overview page.

Finally, the 11th circuit court accurately defined what a so called "DACA" recipient really is - an ILLEGAL ALIEN!

A bill giving illegal aliens Oregon driver licenses has just been introduced in the Legislature.  House Bill 2015 would give illegal aliens state-issued PHOTO ID, in the form of an official Oregon driver license.  Every reference to LEGAL presence or citizenship would be stripped from the driver license process we all go through.

We encourage everyone to call your state senator and representative and tell them to vote NO on Measure HB 2015.

It's easy to contact your Senator and Representative in Salem.  Click here to find out who your legislators are and how to reach them: http://www.oregonir.org/how-contact-oregon-state-legislators.

Oregon legislators can refer a bill directly to citizens to vote on it.  While we oppose HB 2015 on the merits, at the very least, the Oregon legislature should allow a referral vote by citizens.

Proponents call the bill the Equal Access to Roads Act.  The official title is: “Relating to documents issued by the Department of Transportation; declaring an emergency.”

Chief sponsors of HB 2015 are:  Rep. Hernandez, Alonso Leon, Sen. Manning Jr., Rep. McLain, Sen. Roblan.  Regular sponsors are:  Representative Barker, Boshart Davis, Bynum, Clem, Doherty, Evans, Fahey, Gorsek, Greenlick, Helm, Holvey, Keny-Guyer, Kotek, Lively, Marsh, Meek, Mitchell, Nathanson, Neron, Nosse, Piluso, Power, Prusak, Rayfield, Reardon, Salinas, Sanchez, Schouten, Smith G, Smith Warner, Sollman, Wilde, Williams, Williamson, Witt, Senator Beyer, Fagan, Frederick, Gelser, Wagner.

Your call or email in opposition to this bill is encouraged.  If your elected officials don't hear from you - they think you agree with their support of HB 2015.  It only takes a moment to call or email - do it today!

Background -- In 2014 Oregonians overwhelmingly defeated Measure 88 - a similar driver license bill - by a whopping two to one margin. In the 2014 election, 35 of Oregon's 36 counties voted against driver licenses for illegal aliens.  The bad bill, through a citizens Veto Referendum, was defeated in all five of Oregon's congressional districts.  A majority of Republicans, Democrats and Independents voted against issuing driver licenses to illegal aliens.

Now proponents of HB 2015 want to overrule the majority!  Don’t let them!

"We may have lost the battle - but, the war continues.  After the defeat of Measuree 105, Oregonians for Immigration Reform remains optimistic and undeterred,” the group's president stated Tuesday night.

"The defeat of Measure 105 leaves in place an illegal-alien sanctuary statute that undermines U.S. sovereignty and law, encourages illegal immigration to Oregon, and gives elected officials an excuse to release criminal aliens back into the communities they are sworn to protect," said OFIR president Cynthia Kendoll.  "Oregonians will continue to be harmed by its existence."

Even so, Kendoll continued, "We are not discouraged.  To fight Measure 105, our opponents raised almost $8 million to our $400,000.  Our campaign, comprised wholly of volunteers, fought well-staffed labor unions, self-described ‘faith’ groups, and wealthy open borders advocates that profit from illegal immigration.  At every turn, newspaper editorial boards denigrated our arguments and praised our opponents.

"Oregonians for Immigration Reform is honored to have spearheaded the Measure 105 campaign," Kendoll concluded.  "I am proud of the many rank-and-file Oregonians who gave freely of their time, talents and resources in an effort to repeal the outdated and dangerous sanctuary law.

“Going forward, we will continue to fight for immigration policies that serve the best interests of Oregonians."

On the National front, the US Senate picked up several seats, by candidates who support the rule of law, respect our national sovereignty and will work to strengthen our border and our immigration law.

OFIR has posted a list of Governor and Legislative candidates who support Measure 105.  You can view the list here

The list is based primarily on the Comparison Chart on Immigration from the 2018 Abigail Adams Voter Education Survey questionnaire.  We have added some information from other sources.

Good news: numerous candidates are known to support Measure 105.  There are probably additional supportive candidates.  We’ll be glad to add them to the list if they identify themselves to Oregonians for Immigration Reform at ofir@oregonir.org.

The Oregon Abigail Adams Voter Education Project continues to add more information to its comparison chart on immigration issues.

Their Comparison Guide on Immigration covers candidates for Governor, Oregon Senate and Oregon House.

It now incorporates incumbents' votes in the 2017 Oregon Legislature on HB 3464.  HB 3464, granting “privacy” to illegal aliens, sheltering them from questions about their immigration status, passed on July 6, 2017, the next to last day of the session.  It had been rushed through the Legislature with only one public hearing, June 8.

Please take a look at the current OAAVEP postings on immigration:

OFIR’s earlier summary of candidate positions contains some information not in the OAAVEP Comparison Guide.  See OFIR’s earlier summary here.

Regarding candidates for Governor, the OAAVEP Guide does not include candidate Buehler’s support for repealing ORS 181A.820 (Measure 105).  Knute Buehler announced publicly in July that he will vote for Measure 105. https://www.oregonlive.com/politics/index.ssf/2018/07/republican_knute_buehler_says.html

During his two terms in the Oregon Legislature, he consistently voted against benefits to illegal aliens.
